all: make all of TestLintReports subtests fully concurrent Previously, we only use t.Parallel based on reports' year, meaning that reports within the same year are tested serially. Use t.Parallel for all subtests now to maximize concurrency and make the test complete significantly faster. The amount of subtests that can access the network at a given time are still limited. This ensures that we do not encounter failures due to getting throttled. On my local machine, this sped up the test from 162 seconds to 77 seconds.
