design: tweak Code of Conduct text

- canonicalize and sort "gender, race, nationality, sexuality..." lists
- use Working Group as the single idenitifer for the group
- the CoC is s/12,000/1,200/ words long
- clarify that reporters should wait longer if they contact a single
  group member
- clarify that the CoC can be changed using the proposal process
- used less ominous wording than '"take a vacation"'
