internal/godoc/internal/doc: bring in line with Go 1.17.3 This CL brings our fork of go/doc as close as possible to the go/doc code in Go 1.17.3. We fork lazyregexp to remove diffs with that, copy over some new files, and update other code without changing any functionality.
