devtools,tests: use screentest for visual diff testing Screentest is a visual diff testing tool installed from x/website. This change adds a screentest check to pkgsite as the first step in replacing the nodejs based e2e tests. Postgres data is persisted across test runs to speed up reruns of the test on dev machine.
