deploy: add cloudbuild config for single env deployments

Created a set of scripts and config for automating deployments.
The yaml file in the deploy directory will be used in cloud
build triggers. The first trigger will deploy to a single
environment. A future CL will contain config for a trigger
to run through the full deploy steps: ci tests -> staging ->
e2e tests -> production.
