runtime: fix threshold calculation of TestPhysicalMemoryUtilization Variable 'procs' used to calculate the threshold of overuse in TestPhysicalMemoryUtilization should be updated if GOMAXPROCS gets changed, otherwise the threshold could be a large number, making the test meaningless.
