cmd/link/internal/ppc64: avoid panic for missing TOC restore slot When a type 1 PLT call is missing its TOC restoration slot, genpltstub reports a linker error but continues and attempts to rewrite the invalid slot. This can panic with an out-of-bounds write instead of returning the linker error. Return after reporting the missing slot.
