runtime: always use GetQueuedCompletionStatusEx on Windows We used to fall back to GetQueuedCompletionStatus if GetQueuedCompletionStatus was not available, but as of Go 1.11 we require Windows 7 or later, so GetQueuedCompletionStatusEx is always available.
