[dev.link] cmd/link: move setupdynexp before loadlibfull Rewrite setupdynexp to work with loader.Sym, and move the call to it before the body of loadlibfull. After loadlibfull is complete, construct the old *sym.Symbol version of dynexp, since not all all clients that access this list are converted to the loader APIs.
