cmd/compile, simd/archsimd: add SVE float ReduceSum

Float32s.ReduceSum and Float64s.ReduceSum return the sum of all
elements, as the spec's ReduceSum. They lower to FADDV under an
all-true predicate, which leaves the sum in the scalar register Go
returns a float in, so no move follows:

	x.ReduceSum()   // x Float32s
	PWHILELT R1, R0, P0.S   // all true
	ZFADDVS  Z0.S, P0, V0

FADDV adds the lanes in pairwise tree order, so a float result can
differ from a left-to-right sum by rounding.
