cmd/compile: remove AttrSeenGlobl (use AttrOnList instead) Minor cleanup: remove the symbol attribute AttrSeenGlobal, since it is redundant with the existing attribute AttrOnList (no need to have what amounts to a separate flag for checking the same property).
