net/http/internal/http2: verify SETTINGS from server against flow limits A SETTINGS frame can adjust the initial flow control limits of streams. Validate server-sent SETTINGS frames to ensure the changed initial limit hasn't caused any currently-open streams to violate their limits. Minor related cleanups: Dropped a redundant check for the maximum value of SettingInitialWindowSize (Setting.Valid already checks for this) and added missing server tests for changed initial limits.
