crypto/internal/cryptotest/wycheproof: allow local vector dir Often it's helpful to be able to test new test vector additions for already tested algorithms by checking out a PR branch of the upstream c2sp/wycheproof directory. This commit adds a command line flag to the cryptotest wycheproof helpers to support reading from a specified directory instead of a fetch of the module version specified in schemaversion.go.
