go/types, types2: permit function type argument inference for map keys While functions are not valid map keys, we can still infer the intended type arguments. Avoid reporting a follow-on "cannot use generic function without instantiation" error. This will be more relevant when implementing #12854, since we will want to have such type inference work for untyped composite literals used as keys to maps.
