cmd/compile, simd/archsimd: add SVE mask All

m.All() reports whether every lane of m is active. It is a flag-setting
BICS of all-true AND NOT m, then a test of Z:

	PWHILELT R2, R1, P0.H // all true
	PBICS P1.B, P0.B, P0.Z, P0.B
	CSET EQ, R0

The all-true predicate is at the mask's element size, so the bits
between the lanes of a wider mask are ignored.
