[dev.link] cmd/link: minor perf tweak for PropagateLoaderChangesToSymbols When fixing up relocations in PropagateLoaderChangesToSymbols, don't reallocate the target sym.Symbol relocation slice if it already has the desired size (this gets rid of some unneeded allocations).
