simd, cmd/compile: support ARM64 SVE archsimd APIs.

This CL demonstrates the minimal viable product of the ARM64 SVE
archsimd APIs. It includes some basic types, operations and a simple
test.

The compiler infrastructure for amd64 works pretty seemlessly for arm64
(i.e. the IsSIMD check). So the compiler changes in this CL is pretty
much just the code necessary to plumb the compilation through to the
assembler.
