simd/archsimd: reconcile Shift* and Scale* parameter names with spec
Reconcile parameter names for ShiftAllLeft, ShiftAllRight, and
ScaleSaturated across arm64, wasm, and hand-written emulated implementations
to match internal/spec ('shift' and 'scale').
