crypto/tls: implement (*CertificateRequestInfo).SupportsCertificate Also, add Version to CertificateRequestInfo, as the semantics of SignatureSchemes change based on version: the ECDSA SignatureSchemes are only constrained to a specific curve in TLS 1.3.
