internal/poly1305: drop Go 1.12 compatibility

Other packages already dropped compatibility with go1.12, so it should be safe to remove it for this package as well.

This repository holds supplementary Go cryptography libraries.

Download/Install

The easiest way to install is to run go get -u golang.org/x/crypto/.... You can also manually git clone the repository to $GOPATH/src/golang.org/x/crypto.
