internal/sanitizer: add a basic html sanitizer to replace bluemonday

This sanitizer does not do everything that bluemonday does or work the
same way: it completely drops nodes that aren't allowed as well as
their children. The list of elements and attributes is also currently
incomplete but contains a list that should allow a broad range of
processed markdown documents.

For #61399
