  "message": "_content: in managing dependencies doc \u0027-u\u0027 flag and mention \u0027-modfile\u0027\n\nThis CL is based on CL 648578 but without the modfile parts:\n\nIn the \u0027go tool\u0027 section, we remove the \u0027-u\u0027 flag in \u0027go get -u tool\u0027,\nwhich could be read as implying the \u0027-u\u0027 is needed.
