[x/go.dev] home: add Who Uses Go content The homepage shows a list of case studies, with a hover effect. As there's no hover on mobile, we always show the hover effect below certain screen sizes. The "hover: hover" media query would be ideal, but is a little behind in terms of browser support. X-GoDev-Commit: da263c9d0b878d10a76f723b6d6dbbd073aee7e3
