internal/dl: update minimum macOS version to 10.11 Per golang.org/doc/go1.12#darwin, 10.10 is no longer supported in Go 1.13. The easiest way to install is to run go get -u golang.org/x/website
. You can also manually git clone the repository to $GOPATH/src/golang.org/x/website
