cmd/golangorg, content/static: update site footer with new design

This also adds a new page, copyright.html, with the longer copyright
text currently in the footer.

Some minor changes were made to godocs.js to ensure that a UI
element used by the analysis features is hidden properly. Otherwise
a black line shows up at the bottom of the page.

Go Website

This repository holds the Go Website server code and content.

Download/Install

The easiest way to install is to run go get -u golang.org/x/website. You can also manually git clone the repository to $GOPATH/src/golang.org/x/website.
