[x/tour] tour: update commits feed link in the TRANSLATE document Since the go-tour-commits mailing list at https://groups.google.com/forum/#!forum/go-tour-commits is no longer active, change the TRANSLATE doc to suggest subscribing directly to the github commits feed.
