[x/tour] tour: update commits feed link in the TRANSLATE document Since the go-tour-commits mailing list at https://groups.google.com/forum/#!forum/go-tour-commits is no longer active, change the TRANSLATE doc to suggest subscribing directly to the github commits feed. The easiest way to install is to run go get -u golang.org/x/website. You can also manually git clone the repository to $GOPATH/src/golang.org/x/website.
