x/vulndb: refactor/cleanup vulnreport lint Refactor Lint function to group similar checks and clarify which checks apply to standard library vs. third party reports. Also includes various cleanup such as renaming, adding/updating comments, and streamlining logic. Preserves all existing top-level lint checks.
