cmd/vulnreport: update vulnreport symbols to auto populate symbols - Currently vulnreport symbols <id> requires an id to be specified. - Now vulnreport symbols without any args will automatically populate symbols for all modified reports in the git repo that have NEEDS_REVIEW or REVIEWED. - Added relevant tests. - Added helper function to derive worktree status in gitrepo.
