devtools: extend vulntriage.sh functionality

- Previously vulntriage.sh only executed a limited number of steps.
- Now vulntriage.sh will create a new branch and build vulnreport with
  the latest changes.
- The script will proceed to create new reports and also batch commit
  all UNREVIEWED and NEEDS_REVIEW reports.
