vulncheck: Source returns vulns for all GOOS/GOARCH vulncheck.Source will return all matching vulns, regardless of the current values of GOOS and GOARCH. cmd/govulncheck displays the GOOS/GOARCH values if there are any. Fixes golang/go#54841.
