cmd/govulncheck: set gotypesalias=1 when using >=1.23 toolchain

Set gotypesalias=1 when using >=1.23 toolchain on all of
the main packages in x/tools that use go/types.

This effectively upgrades commit https://go.dev/cl/617095.
