x/vgo: incorporate current Go 1.11 development tree This CL corresponds to ee2e8ecb19d (https://golang.org/cl/118375) in the main repo. After this CL, "vgo vet" only works with the Go 1.11 tree. This repository holds a prototype of what the go command might look like with integrated support for package versioning.
