add lock for getting burst Burst can be modified in `func (lim *Limiter) SetBurst(newBurst int)`, so it should be protected in `func (lim *Limiter) Burst() int`. The easiest way to install is to run go get -u golang.org/x/time. You can also manually git clone the repository to $GOPATH/src/golang.org/x/time.
