term: add aix and zos build tags

Some packages depending on golang.org/x/term still need to build with
old Go versions and adding these build tags allows them build this
package with Go 1.11 and older.

Go terminal/console support

Go Reference

This repository provides Go terminal and console support packages.

Download/Install

The easiest way to install is to run go get -u golang.org/x/term. You can also manually git clone the repository to $GOPATH/src/golang.org/x/term.
