unix: use Time{spec,val}.Nano in Time{spec,val}ToNsec

Follow what CL 188397 did in package syscall:

Call the Nano methods of Timespec and Timeval in TimespecToNsec and
TimevalToNsec respectively, instead of duplicating the implementation.

This repository holds supplemental Go packages for low-level interactions with the operating system.

Download/Install

The easiest way to install is to run go get -u golang.org/x/sys. You can also manually git clone the repository to $GOPATH/src/golang.org/x/sys.
