windows: change CreateProcessAsUser from kernel32 to advapi32

While kernel32.dll works as a target, the documentation says advapi32,
so go with that to be safe:

Download/Install

The easiest way to install is to run go get -u golang.org/x/sys. You can also manually git clone the repository to $GOPATH/src/golang.org/x/sys.
