windows: add missing error constants from setupapi.h

While most of our constant gathering can be automated, some win32 error
constants come from unusual corners of the WDK, such as setupapi.h. We
add those constants to a new file, so that they can be referenced as
constants by Go programs.

sys

This repository holds supplemental Go packages for low-level interactions with the operating system.

Download/Install

The easiest way to install is to run go get -u golang.org/x/sys. You can also manually git clone the repository to $GOPATH/src/golang.org/x/sys.
