internal/fileinit: make fileinit responsible for registering concrete options types Changes: * Remove protoreflect.OptionsMessage and use protoreflect.ProtoMessage now that the generated options natively implement reflection. * Make registration of concrete option types the responsibility of internal/fileinit since the init logic of descriptor.pb.go uses that. * Remove equivalent logic in protoc-gen-go to special-case descriptor. Of particular note, this API aims to make protobuf reflection a first-class feature of the API and implements the protobuf ecosystem in terms of reflection.
