all: allow installation of govulncheck on trybots

This CL makes changes that allow us to build govulncheck for testing
purposes without making network requests. It only uses the information
already available in the module proxy:
 introduce a tools.go that explicitly depends on govulncheck main

We can then "go build golang.org/x/vuln/cmd/govulncheck" into a tmp
directory. govulncheck version will be the one used in go.mod.
