Revert "cmd/worker: upgrade runsc to latest release"

This reverts commit 5dd36c2b64b6eed703112bb9eb8d9b89fd289bae.

Reason for revert: We are seeing a lot of errors now where docker is not able to create new OS threads. This was the only change introduced. Reverting for now.
