config.json.commented: increase RLIMIT_NOFILE

Set the RLIMIT_NOFILE to the same value the host has. The latter is
obtained by running ulimit -n in the docker image.

The increased value can help with "too many open files" issue since
gvisor caches file handles: closing a file will not necessarily close
it immediately.
