internal: switch to internal osv package Pkgsite-metrics previously depended on an osv type that was surfaced in an old version of x/vuln. This osv package has since been internalized, which would cause errors when eventually updating govulncheck to the latest tagged version. This change should make the switch to the latest tagged version of govulncheck easier.
