internal/socket: pass race detection if CGO is not enabled

Follows up CL 205461 by recognizing that -race cannot
run if CGO is not enabled, hence won't broadly fail
the test.

Fixes golang/go#35668

Go Networking

This repository holds supplementary Go networking libraries.

Download/Install

The easiest way to install is to run go get -u golang.org/x/net. You can also manually git clone the repository to $GOPATH/src/golang.org/x/net.
