quic: add internal/quic package

This package will eventually contain an implementation of the QUIC
protocol. Place it under internal/ to begin with to avoid accidental
use while it is in an incomplete state.

This repository holds supplementary Go networking libraries.

Download/Install

The easiest way to install is to run go get -u golang.org/x/net. You can also manually git clone the repository to $GOPATH/src/golang.org/x/net.
