quic: packet number encoding/decoding

QUIC packet numbers are integers in the range [0, 2^62).
Packet numbers are encoded as the 1-4 least significant bytes
of the full number, with the remaining bytes extrapolated based
on the largest packet number seen by the receiver.

Download/Install

The easiest way to install is to run go get -u golang.org/x/net. You can also manually git clone the repository to $GOPATH/src/golang.org/x/net.
