ipv4, ipv6: directly initialize ctlOpts and sockOpts

After CL 156597 it's no longer necessary to initialize the ctlOpts and
sockOpts tables in the init func. Instead, just directly initialize them.

Go Networking

This repository holds supplementary Go networking libraries.

Download/Install

The easiest way to install is to run go get -u golang.org/x/net. You can also manually git clone the repository to $GOPATH/src/golang.org/x/net.
