all: add support for zos/s390x

This adds net support for zos/s390x. These changes should not affect other platforms.

Fixes golang/go#42130

Go Networking

This repository holds supplementary Go networking libraries.

Download/Install

The easiest way to install is to run go get -u golang.org/x/net. You can also manually git clone the repository to $GOPATH/src/golang.org/x/net.
