cmd/go: keep go vet's own tool flags in std packages

For std packages, when no analyzer flags are provided, go vet sets
-unsafeptr=false (issue 37030) to enable all but that one analyzer.
However, since CL 700795, this had the effect of discarding necessary
flags that go vet adds to the tool flags itself, such as -json, or
-fix in fix mode. Consequently go vet -fix on a std package would
report diagnostics but apply no fixes, and go vet -c=1 would print no
context lines.

This change retains those flags, adding -unsafeptr=false to them.
go test still replaces its default analyzer flags, so that all
analyzers except unsafeptr and unreachable run in std.

The go vet -n tests now use -a, because a cached vet result means no
vet command is printed.

Updates #82020

Change-Id: Idf87379b7e9058addfd1b4ba634c3a8a8b3cd1fe
Reviewed-on: https://go-review.googlesource.com/c/go/+/845345
Reviewed-by: Dmitri Shuralyov <dmitshur@google.com>
Auto-Submit: Dmitri Shuralyov <dmitshur@google.com>
Reviewed-by: Alan Donovan <adonovan@google.com>
LUCI-TryBot-Result: golang-scoped@luci-project-accounts.iam.gserviceaccount.com <golang-scoped@luci-project-accounts.iam.gserviceaccount.com>
",
