crypto/tls: Improve TLS Client Authentication
Fix incorrect marshal/unmarshal of certificateRequest.
Add support for configuring client-auth on the server side.
Fix the certificate selection in the client side.
Update generate_cert.go to new time package
Fixes #2521.
