go.crypto/ssh: separate kex algorithms into kexAlgorithm class. Adds readPacket() to conn, and renames conn to packetConn. Key exchanges operate on packetConn, so they can be unittested. R=agl, jpsugar, dave CC=golang-dev https://golang.org/cl/13352055
